Before we get into gerrymandering, let’s talk about what is redistricting. I’ll let David Daley explain that process.

It turns out the rules concerning redistricting are quite open, which makes it possible to draw district lines in almost any configuration. This flexibility in the rules is what makes gerrymandering possible. So what is gerrymandering?
