Scenario Two - Compact but Unfair Districts

If the Democrats were in charge of redistricting, they could make the map look like this chart. Here, all five districts elect a Democrat while none elect a Republican despite 40% of the population voting for one. This changes representation from proportional to highly skewed.

Blue wins five to zero.
