California Citizens Redistricting Commission

In 2008, California instituted a very similar independent redistricting commission with Proposition 11, also known as the Voters FIRST Act. This proposition amended the 21st article in the California Constitution to include the following criteria for redistricting in California:

  1. Population equality
  2. Geographic compactness
  3. Geographically contiguous districts
  4. Districts should maintain the geographic integrity with the division of cities, counties, local neighborhoods and communities of interest
  5. Redrawn districts should not favor or discriminate against an incumbent

By 2010, the California Citizens Redistricting Commission was created.
